Bio

Ir. Dr. Angelia Liew is the Director of the Sarawak Climate and Energy Diplomacy Unit (SACED) under the Department of the Premier of Sarawak. She concurrently serves as Principal Advisor (Climate and Energy) to the Premier of Sarawak and as Sarawak’s Climate Ambassador. With over 20 years of professional experience, Dr. Liew has been actively involved in advancing Sarawak’s climate, energy, and sustainable development agenda, particularly in positioning the state as a regional leader in low-carbon development, green energy, and climate resilience. A graduate of the National University of Singapore (NUS), she specialised in climate change impact studies for Southeast Asia. Her expertise spans climate policy, sustainable infrastructure, renewable energy, engineering systems, and digital transformation, including Building Information Modelling (BIM) and Digital Twin technologies. In her current roles, Dr. Liew leads strategic efforts in climate and energy diplomacy, international collaboration, and cross-sector coordination to support Sarawak’s long-term development agenda under the Post COVID-19 Development Strategy (PCDS) 2030. Her work includes facilitating initiatives and partnerships related to energy transition, hydrogen, carbon markets, sustainable infrastructure, climate resilience, and emerging green industries. She is a Professional Engineer registered with the Board of Engineers Malaysia (BEM), a Chartered Engineer and Fellow of Engineers Australia, a certified BIM Manager and Trainer, an Examiner for the BEM Professional Assessment Examination, and a Qualified Facilitator for the Malaysian Carbon Reduction and Environmental Sustainability Tool (MyCREST). Dr. Liew also serves actively in the engineering profession and currently chairs the Institution of Engineers Malaysia (IEM) Sarawak Branch. She continues to advocate for integrated approaches that combine climate action, economic development, technology, and regional cooperation to strengthen sustainable growth and future readiness.
